A consortium funded by USAID focused on improving food security, livelihoods, and health in Bangladesh.
Project Overview
Streams Tech developed STREAM, an automated Monitoring and Evaluation (M&E) system for the SHOUHARDO III Program. STREAM integrates quantitative and qualitative data collection, geospatial analysis, and offline and online synchronization to track program results and improve decision-making.
Key Program Activities
- Routine M&E: Supports data collection, surveys, and program tracking.
- GIS Integration: Visualizes program coverage and demographic data.
- Smart Card Management: Tracks participants and facilitates cash transfers.
- Mobile App: Offline functionality for field data collection.
Technology Highlights
- Web-Based Dashboard: Real-time tracking and reporting.
- Mobile Application: Offline data collection with synchronization.
- GIS Module: Spatial data analysis and visualization.
- Data Synchronization: Seamless integration of offline and online data.
Key Performance Indicators (KPIs)
- Program Tracking: Monitors activities and participant engagement.
- Impact Measurement: Tracks food security and nutrition outcomes.
- Survey Monitoring: Supports baseline, midline, and endline evaluations.
Key Challenges
- Low Connectivity Areas: Data collection in regions with poor network coverage.
- Data Validation: Ensuring data accuracy and timely validation across stakeholders.

Our Solution: STREAM
STREAM addresses these challenges by providing:
- Routine M&E: Supports regular monitoring and data collection.
- Real-Time Dashboards: Customizable insights and progress tracking.
- Offline Data Collection: Ensures continuous data flow even in low-connectivity areas.
- Secure Cash Distribution: Token-based system for cash transfers.
Technologies Used
- Frontend: React.js, Bootstrap
- Backend: Node.js, PostgreSQL with PostGIS
- Mobile App: Android with offline sync
- Cloud Infrastructure: Secure hosting with encrypted data flows
- Security: OAuth2, two-factor authentication for transactions

"STREAM has been used in the SHOUHARDO III project since 2017. Its dynamism and adaptability make it easy to use across web and mobile. Around 1 million beneficiaries are served, monitored, evaluated, and reported through STREAM."
